Supplier registration

Register to do business with the Commonwealth

Pennsylvania uses a few different systems depending on how you want to sell. Choose the path that fits your business and we'll route you to the right place — no guesswork.

1

Find your path

Decide whether you want to bid, join COSTARS, or get certified — you can do more than one.

2

Register with the right system

Each path hands you off to the authoritative Commonwealth system with your details.

3

Respond to opportunities

Once registered, respond to solicitations directly in the originating system.

Choose your path

You can pursue more than one — many suppliers register to bid and get certified.

Most suppliers start here

Bid on Commonwealth contracts

Register your business in the PA Supplier Portal to receive solicitations, submit bids, and do business with Commonwealth agencies.

  • Creates your Commonwealth supplier record
  • Required to respond to Commonwealth solicitations
  • One registration works across all agencies

Cooperative purchasing

Sell to local governments (COSTARS)

Join COSTARS to sell your goods and services to Pennsylvania's 4,000+ member local governments, schools, and nonprofits through cooperative contracts.

  • Reach members statewide without separate bids
  • Suppliers qualify by commodity category
  • Annual participation fee applies

Small & diverse businesses

Get certified (SB / SDB / VBE)

Apply for Small Business, Small Diverse Business, or Veteran Business Enterprise certification through BDISBO to unlock set-aside and diversity opportunities.

  • Self-certify as a Small Business
  • Third-party verification for SDB and VBE
  • Appears in the public BDISBO directory
